The Collapse of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: hopeful statements are delivered from different nations. Immense energy is devoted on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from across the border, a capacity afforded by timely intelligence. From vantage locations, defense planes that had been dispatched to engage hostile guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, probably supplied through partner states. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Persistent Threats

Soon after, a large-caliber weapon opened up on a drone in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's vital need on external assistance – a need that regional partners are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, persist.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership operates on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unfeasible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, Washington does minimal to discourage Russia, through statements or actions, from thinking that the status quo will not change more in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but averting a entire defensive failure until situations evolve in its benefit.

Present Conditions

Objectively, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a only one week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all did their job.

While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
