UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a recent poll of municipal councils, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing second-tier cities in England reported that 60% of councils are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and open spaces to shore up their budgets, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a significant number of authorities seeking to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials said they would prioritise service redesigns and utilising savings to manage growing financial challenges.”

Specific Cases of Planned Sales

One local authority in southeast England announced its asset disposal plan included the disposal of a retail complex in Rainham and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Local Levy Rises and Broader Fiscal Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to raise council taxes next April to cover the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these require time to achieve both improved services and cost efficiency,” said Vince Maple.

He added: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Projections

Research of county councils this week also found local finances being strained by the increasing figures of children and adults needing special educational assistance.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (IMD) covering English councils, many key cities members were included in the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 IMD measures,” noted the report.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges facing local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey revealed.
